These may be Cirrocumulus lacunosus clouds. Is very difficult to pinpoint a particular type of cloud but this description from Wikipedia seemed to fit the best.Picture was taken in August in South Eastern British Columbia over Kootenay Lake, B.C.

Cirrocumulus lacunosus is a relatively rare cloud form that occurs as a layer of cloud with circular holes in it. These holes normally have frayed edges, and they are often arranged in a manner that resembles a net or a honeycomb."
